The game begins 20 years after the events of XCOM: Enemy Unknown. The aliens won the war with the armies of Earth, the XCOM organization is forgotten and abandoned. Foreign invaders colonized the planet and established total control over the world. People live mainly in huge cities, where the aliens have proclaimed the eradication of crime, poverty and disease. Surveillance and total control dominate everywhere. It is obvious that behind the utopian cities there is some sinister plan for the surviving people.
