The word cryptography means cryptography.
Russian cryptography has a centuries-old history, beginning with the decrees of Peter I on "black offices". Until the mid-80s of the XX century, cryptography in Russia was used only for military, diplomatic and government lines of communication and was strictly classified. Even the use of the words "cryptography", "ciphers", "keys to ciphers" in open publications was unacceptable. But the need for civil cryptography was rapidly growing in the world, information technologies were rapidly developing, computer networks, the Internet, and electronic monetary settlements began to appear. This required reliable and publicly available cryptographic methods to protect information.
Was Russia ready for the emergence of civilian cryptography? Yes and no.
Yes, because since Soviet times, Russia has had an excellent cryptographic school and highly qualified cryptographers who have long competed on equal terms with the American National Security Agency and provided guaranteed protection for military, diplomatic and government lines of communication.
No, because the syndrome of total secrecy of everything related to cryptography dates back to Stalin's times and has changed little over the past decades. And in such conditions, numerous officials from cryptoraphy feel very good.
In 1992, there was a crisis: a stream of false advice notes swept the Central Bank of Russia and threatened to bring down the entire financial system. The urgent help of cryptographers was required: in the shortest possible time to create, set up and put into operation a system of cryptographic protection of telegraph and postal advice in such a huge structure as the Central Bank of the Russian Federation.
This task was completed in three months - an incredibly short time.
The first real example of civilian cryptography appeared in Russia.
