I have a third of my keys without cards. I don't think WebMoney and the marketplace have any illusions about whether the 33% rate is "a rare exception." If you collect and continue fooling me, then I don't really have time for this.
To add cards, you need a trust rating. I’m not a random person there and I’ll tell you that games of three kopecks with a probability of 99% fly off the steam for boosting the rating and never see the cards.
