You may need to additionally change it in Windows in the Control Panel -> Launch "Mouse" -> Open the "Pointer Options" tab -> Move -> Set "Pointer Speed" to position 6 and be sure to uncheck "Enable increased pointer precision".
The game has many recoil options, accuracy to a conditional point is only available for TYPE-97, any other weapon has a random pattern with a different level of spread, and parametric recoil includes, in addition to an exact pattern, random with a spread and absolute random in any direction!
