The purpose of the practical lesson is to study modern directions of development of the state and municipal sector of large cities.
In modern financial and economic conditions, the active position of local governments should be aimed at finding methods to intensify the development of territories, including at increasing the level of investment attractiveness to increase income on their own territory and create conditions for socio-economic development.
Improving the strategic planning of the socio-economic development of the municipality is due to the need to solve currently acute social problems. It is necessary to actively search for methods to intensify the development of these territories, including increasing their investment attractiveness. Creation of conditions to support investment activity contributes to the creation of new production assets, new jobs.
To achieve the most rational use of public funds, it is necessary to determine their returns as accurately as possible, compare them with costs, compare different program options in terms of costs and benefits.
Evaluating and comparing costs and benefits enables informed decisions not only in the public but also in the private sector. In both cases, it is required to determine as fully and accurately as possible:
• cost components,
• the range of consequences, the results to which they lead,
• economic metrics that allow the assessment of various elements of costs and benefits on a single scale,
• net return, that is, the difference between results and costs.
The experience of developing the economy of municipalities indicates a disproportion in the territorial development of infrastructure, especially in housing construction, healthcare, education, and agriculture. All these areas affect the well-being of residents of municipalities, to protect their interests and ensure their social status. Human potential comes out on top in the characteristics of the municipality. Therefore, the social development of municipalities should become a strategic goal of local government.
Tasks for a practical lesson:
An example of solving the problem 1. The wholesale price of the goods at the time of the conclusion of the contract was 190 rubles. The price of purchased materials for the production of goods for the same period of time was 35 rubles. The price of purchased materials at the time of delivery increased by 8%, the average salary increased by 5%. The share of wages in the price of goods is 32%. Find the price of the item at the time of delivery.
Problem 1. Solution: Scheme for calculating the moving price:
C = C6 (K + XM / M6 + UZ / 36 + ...),
where: С is the final moving price;
C b - the base price established on the day of the conclusion of the contract or the date of the presentation of commercial proposals;
K is the inhibition coefficient (constant value), usually taken in the range of 0,1 - 0,2 and reflecting the part of the cost of fixed assets transferred to the finished product, the planned profit, overhead costs and
etc.;
X and Y - the share of expenses on materials and wages, respectively;
М and Мб - price indices of materials (for production) for the period
purchasing them and setting a base price;
3 and Zb - indices of wages in the industry producing this product, for the periods of price recalculation and setting the base price.
